Utility to change "00:00:00.00" timestamps to "00:00:00" timestamps in an ASCII (for import into E-Transcript)

Realtime translation will suspend until a hotkey-style Oneshot completes running (to ensure the hotkey doesn't "land" in the wrong spot due to delay)
